Abstract

There are considered the questions of a development of the life quality management system. There is offered a multilayered model of life quality indicator which has the following features. First, each layer is a multivariable system which makes difficult to analyze the influence of lower level indicators on the integrated indicator. Secondly, each private and each system integrated indicator has a self-organization mechanism with feedback. Thirdly, all components of the generalized integrated indicator are changed in time that it needs of considering a life quality indicator as a dynamic control object. Two-channel management system of life quality is developed as a complicated dynamic object. On the first administrative legal channel (organizational) the management is performed by changing the structure of a control object. On the second financial – economic channel – the management is performed by redistribution of additional financial resources. The rating of management efficiency on the first and second channels results in the fact that the efficiency of organizational actions is higher than financial and economic ones.
